Passed Resolution on Phase-Out​ ​of​ ​New​ ​Gasoline-and-Diesel​ ​Vehicle​ ​Registrations Starting​ ​in​ ​2030

The following resolution was passed by the members of the 37th Legislative District during the February 2018 Monthly Membership Meeting on February 12th. It will be forwarded to Senate and House Representatives in the Washington State Legislature.


Supporting​ ​a​ ​Washington​ ​State​ ​Phase-out​ ​of​ ​New​ ​Gasoline-and-Diesel​ ​Vehicle​ ​Registrations Starting​ ​in​ ​2030

WHEREAS​ ​the​ ​Netherlands​ ​will​ ​prohibit​ ​the​ ​sale​ ​of​ ​new​ ​internal​ ​combustion​ ​engine​ ​(ICE)​ ​vehicles starting​ ​in​ ​2025;

WHEREAS​ ​Norway​ ​and​ ​India​ ​will​ ​prohibit​ ​the​ ​sale​ ​of​ ​new​ ​ICE​ ​vehicles​ ​starting​ ​in​ ​2030;

WHEREAS​ ​the​ ​United​ ​Kingdom​ ​and​ ​France​ ​will​ ​prohibit​ ​the​ ​sale​ ​of​ ​new​ ​ICE​ ​vehicles​ ​starting​ ​in​ ​2040;

WHEREAS​ ​China​ ​plans​ ​to​ ​prohibit​ ​the​ ​sale​ ​of​ ​ICE​ ​vehicles,​ ​but​ ​has​ ​not​ ​yet​ ​announced​ ​a​ ​date;

WHEREAS​ ​the​ ​cities​ ​of​ ​London,​ ​Paris,​ ​Los​ ​Angeles,​ ​Barcelona,​ ​Quito,​ ​Vancouver,​ ​Mexico​ ​City,​ ​Cape​ ​Town, Amman,​ ​Seattle,​ ​and​ ​Copenhagen​ ​signed​ ​the​ ​C40​ ​Cities​ ​Pledge​ ​to​ ​ban​ ​gas-and-diesel-powered​ ​cars​ ​from “large​ ​parts”​ ​of​ ​their​ ​cities​ ​by​ ​2030;

WHEREAS​ ​Volvo’s​ ​new​ ​vehicle​ ​models​ ​will​ ​be​ ​fully​ ​or​ ​partially​ ​battery-powered​ ​starting​ ​in​ ​2019;​ ​General Motors​ ​plans​ ​to​ ​introduce​ ​at​ ​least​ ​20​ ​new​ ​electric​ ​vehicle​ ​models​ ​by​ ​2023;​ ​and​ ​Ford​ ​plans​ ​for​ ​70%​ ​of​ ​its vehicles​ ​sold​ ​in​ ​China​ ​to​ ​be​ ​hybrid​ ​or​ ​electric​ ​by​ ​2025;

WHEREAS​ ​lack​ ​of​ ​action​ ​in​ ​the​ ​midst​ ​of​ ​these​ ​trends​ ​risks​ ​the​ ​United​ ​States’​ ​competitive​ ​position;

WHEREAS​ ​gasoline​ ​and​ ​diesel​ ​vehicles​ ​produced​ ​55.9%​ ​of​ ​Washington’s​ ​greenhouse​ ​gas​ ​emissions​ ​in 2015,​ ​according​ ​to​ ​the​ ​US​ ​Energy​ ​Information​ ​Agency;​ ​and

WHEREAS​ ​gasoline​ ​and​ ​diesel​ ​vehicle​ ​emissions​ ​cause​ ​53,000​ ​premature​ ​deaths​ ​a​ ​year​ ​in​ ​the​ ​United States​ ​according​ ​to​ ​an​ ​MIT​ ​study;

THEREFORE​ ​BE​ ​IT​ ​RESOLVED​ ​THAT,​ ​the​ ​37th​ ​District​ ​Democrats​ ​support​ ​and​ ​urge​ ​our​ ​representatives​ ​to develop​ ​and​ ​sponsor​ ​legislation​ ​that​ ​has​ ​the​ ​effect​ ​of​ ​prohibiting​ ​registration​ ​of​ ​new​ ​gasoline-​ ​and diesel-powered​ ​passenger​ ​vehicles​ ​starting​ ​with​ ​model​ ​year​ ​2030​ ​vehicles;

THEREFORE​ ​BE​ ​IT​ ​FURTHER​ ​RESOLVED​ ​THAT,​ ​this​ ​legislation​ ​provide​ ​for​ ​the​ ​rapid​ ​construction​ ​of​ ​electric vehicle​ ​fast-charging​ ​infrastructure​ ​on​ ​the​ ​major​ ​freeway/highway​ ​corridors​ ​in​ ​the​ ​state;

THEREFORE​ ​BE​ ​IT​ ​FURTHER​ ​RESOLVED​ ​THAT,​ ​this​ ​legislation​ ​provide​ ​for​ ​affordable​ ​access​ ​to​ ​electric vehicle​ ​charging​ ​infrastructure​ ​in​ ​multi-unit​ ​dwellings,​ ​rural​ ​and​ ​low-income​ ​areas,​ ​financial​ ​incentives for​ ​low​ ​income​ ​residents​ ​to​ ​purchase​ ​or​ ​lease​ ​electric​ ​vehicles,​ ​and​ ​job​ ​retraining​ ​programs​ ​to​ ​help transition​ ​workers​ ​to​ ​clean​ ​transportation​ ​jobs;​ ​and

THEREFORE​ ​BE​ ​IT​ ​FURTHER​ ​RESOLVED​ ​THAT,​ ​the​ ​Washington​ ​State​ ​Legislature​ ​pass​ ​legislation​ ​and implement​ ​regulations​ ​to​ ​move​ ​our​ ​state​ ​towards​ ​100%​ ​electric​ ​vehicles​ ​by​ ​2040.

THEREFORE​ ​BE​ ​IT​ ​FINALLY​ ​RESOLVED​ ​THAT,​ ​copies​ ​of​ ​this​ ​resolution​ ​be​ ​sent​ ​to​ ​Representatives​ ​Sharon Tomiko Santos and Eric Pettigrew as​ ​well​ ​as​ ​Senator​ ​Rebecca Saldana​ ​and​ ​to​ ​the​ ​Washington​ ​State​ ​Democratic Central​ ​Committee​ ​for​ ​consideration​ ​at​ ​their​ ​next​ ​meeting. ________________________________________________________________________
